For temporary trips, usually yes: the free family insurance of the statutory health fund applies throughout Europe with the EHIC, and liability family policies cover partners and children on trips abroad too. For trips outside Europe, the whole family additionally needs international travel health insurance – family policies barely cost more than individual ones.
It's different with a permanent relocation: statutory family insurance generally requires a residence in Germany and ends when the relative moves away. Private family policies also often depend on the joint household – if the policyholder emigrates, the whole family's coverage can tip.
